The M9/A9 Trunk Road (Solheim Cup) (Temporary Prohibition on Use of Road, of Waiting and Specified Turns and Temporary 50mph and 30mph Speed Restrictions) Order 2019

The Scottish Ministers give notice that they have made the above Order under sections 2(1) and (2), 4(1) and 14(1)(b) and (4), of the Road Traffic Regulation Act 1984, temporarily prohibiting the use of road, temporarily prohibiting waiting, temporarily prohibiting specified turns and temporarily restricting the speed of vehicles on the following lengths of the M9/A9 Edinburgh-Stirling-Thurso Trunk Road:

Prohibition on use of road
1. The bus stop layby on Station Road, 320 metres south of the A824 Auchterarder junction or thereby.
2. The bus stop layby at Station Road, 640 metres north of A823 Loaninghead southbound off slip road or thereby.

Prohibition on waiting 
3. The northbound and southbound carriageways from the point of M80 northbound merge northwards to its junction with Inveralmond Roundabout, Perth, a distance of 66.7 kilometres or thereby.

Prohibition of specified turns
4. All right turns from the southbound M9/A9 Edinburgh-Stirling-Thurso Trunk Road to the A824 Western Road, Auchterarder.  
5. All right turns from the A824 Western Road, Auchterarder to the southbound M9/A9 Edinburgh-Stirling-Thurso Trunk Road.   
6. All right turns from the ZU24 Whitemoss Road to the northbound M9/A9 Edinburgh-Stirling-Thurso Trunk Road.   
7. All right turns from the northbound M9/A9 Edinburgh-Stirling-Thurso Trunk Road to Maidenplain, Aberuthven.   
8. All right turns from Maidenplain, Aberuthven to the northbound M9/A9 Edinburgh-Stirling-Thurso Trunk Road.  
9. All u-turns on that length of the M9/A9 Edinburgh – Stirling – Thurso Trunk Road from the Loaninghead grade separated interchange to Broxden Roundabout, Perth.

50mph Speed Restriction
10. The northbound and southbound carriageways from the point of M80 northbound merge northwards to its junction with Keir Roundabout, Dunblane, a distance of 9.5 kilometres or thereby.
11. The northbound off slip road to Junction 10 Craigforth Interchange, a distance of 615 metres or thereby. 
12. The northbound on slip road from Junction 10 Craigforth Interchange, a distance of 600 metres or thereby. 
13. The southbound off slip road to Junction 10 Craigforth Interchange, a distance of 560 metres or thereby.
14. The southbound on slip road from Junction 10 Craigforth Interchange, a distance of 650 metres or thereby. 
15. The northbound off slip road at Junction 9 (Pirnhall), a distance of 505 metres or thereby. 
16. The northbound on slip road at Junction 9 (Pirnhall), a distance of 448 metres or thereby. 
17. The southbound on slip road at Junction 9 (Pirnhall), a distance of 527 metres or thereby. 
18. The southbound off slip road at Junction 9 (Pirnhall), a distance of 375 metres or thereby.
19. The northbound and southbound carriageways from a point 700 metres or thereby south of its junction with The B8081 to Blackford north-eastwards to a point about 300 metres or thereby south of the junction with the road to Drumlochy Farm, Blackford, a distance of 2.85 kilometres or thereby. 
20. The northbound and southbound carriageways from a point about 600 metres or thereby north of the A824 Auchterarder junction north-eastwards to a point about 700 metres or thereby south of its junction with the ZU24 Whitemoss Road, Aberuthven, a distance of 5.3 kilometres or thereby. 
21. the northbound and southbound carriageways from a point about 270 metres south of its junction with the road to North Strathy Farm, Aberuthven north-eastwards to a point about 200 metres or thereby north of its junction with the ZU50 Findo Gask Road, a distance of 1.7 kilometres or thereby. 
22. The northbound and southbound carriageways from its junction with Broxden Roundabout, Perth, northwards to its junction with Inveralmond Roundabout, Perth, a distance of 3.903 kilometres or thereby.

30mph Speed Restriction 
23. The northbound and southbound carriageways from the point of M80 northbound merge northwards to its junction with Keir Roundabout, Dunblane, a distance of 9.5 kilometres or thereby. 
24.  The northbound and southbound carriageways from a point about 300 metres or thereby south of the junction with the road to Drumlochy Farm, Blackford north-eastwards to a point about 600 metres or thereby north of the A824 Auchterarder junction, a distance of 3.5 kilometres or thereby.
25. The entire length of the northbound off slip road at Loaninghead Grade Separated Junction, a distance of 315 metres or thereby.  
26. The entire length of the northbound on slip road at Loaninghead Grade Separated Junction, a distance of 455 metres or thereby. 
27. The entire length of the southbound on slip road at Loaninghead Grade Separated Junction, a distance of 550 metres or thereby. 
28. The entire length of the southbound off slip road at Loaninghead Grade Separated Junction, a distance of 450 metres or thereby. 
29. The northbound and southbound carriageways from a point about 700 metres or thereby south of its junction with the ZU24 Whitemoss Road, Aberuthven north-eastwards to a point about 270 metres south of its junction with the road to North Strathy Farm, Aberuthven, a distance of 2.1 kilometres or thereby.
30. The northbound and southbound carriageways from its junction with Broxden Roundabout, Perth, northwards to its junction with Inveralmond Roundabout, Perth, a distance of 3.903 kilometres or thereby. 
31. The northbound off slip road at the Crieff Road Grade Separated Junction, Perth, a distance of 325 metres or thereby.

The Order, which is required in the interest of road safety to allow vehicular traffic to go safely to and from the Solheim Cup Golfing event at Gleneagles and the associated park and ride parking facilities will be in operation from 26 August 2019 and shall cease to have effect on 22 September 2019. The no waiting, specified turns and speed restrictions will only have effect in relation to such part or parts of the lengths of road as are indicated by the appropriate traffic signs.

The provisions relating to temporary prohibitions of traffic do not apply to vehicles being used in an emergency for fire brigade, ambulance, police or coastguard. There are no exemptions for those vehicles in respect of temporary speed restrictions unless otherwise provided by law. The provisions relating to temporary speed restrictions do not apply to vehicles being used in the service of the Special Forces.
