The A7 Trunk Road (Langholm) (Prohibition of Waiting, Loading and Unloading) Order 202

The Scottish Ministers hereby give notice that they propose to make the above Order under sections 1(1), 2 (1) and (2), 124(1)(d) of, and paragraph 27 of Schedule 9 to, the Road Traffic Regulation Act 1984 which will have the effect of imposing a Prohibition of Waiting, Loading and unloading on the following lengths of road:

Part one - no waiting, loading and unloading at any time

(a) On the southwest side of the High Street from the junction with Waverley Road to a point 45 metres or thereby southeast of the southeast kerbline of Rosevale Street at its junction with the High Street, a total distance of 61 metres or thereby.

(b) On the southwest side of the High Street from a point 13 metres or thereby southeast of the southeast kerbline of Rosevale Street at its junction with the High Street, to that junction, a total distance of 13 metres or thereby.

(c) On the southwest side of the High Street from the junction of the extended northwest kerbline of Rosevale Street, to the extended southeast kerbline of Market Place at its junction with the High Street, a distance of 40 metres or thereby.

(d) On the southwest side of Market Place from the southwest kerbline of David Street, at its junction with Market Place, from a point 8 metres or thereby southeast of that junction, northwest for a distance of 8 metres or thereby.

(e) On the northwest side of Market Place from a point 11 metres northeast of the northeastern kerbline of David Street, at its junction with Market Place, to the junction of the northwest kerbline of Market Place and the southwest kerbline of the High Street, a distance of 2 metres or thereby.

(f) On the northeast side of High Street from a point 8 metres or thereby southeast of the southeast kerbline of Kirk Wynd, at its junction with the High Street to a point 25 metres or thereby southeast of that junction, a distance of 17 metres or thereby.

(g) On the northeast side of the High Street from a point being the northeast gable corner of the Town Hall to a point 2 metres or thereby northwest of that point, then 4 metres or thereby west, a total distance of 6 metres or thereby.

(h) On the northeast side of the High Street from a point 9 metres or thereby west of the northeast gable corner of the Town Hall, to a point 97 metres or thereby, northwest of the southeast kerbline of Drove Road, a distance of 35 metres or thereby.

(i) On the northeast side of the High Street from a point 87 metres northwest of the centre line of the southern end of Drove Road, at its junction with the High Street, to a point 3 metres northwest of that junction, a distance of 84 metres or thereby.

(j) On the northeast side of the High Street from a point 30 metres or thereby southeast of the centreline of the southern end of Drove Road at its junction with the High street, to a point 79 metres or thereby southeast of that point, a distance of 49 metres or thereby.

Part two - no waiting at any time

(a) On southwest side of the High Street from a point 25 metres or thereby southeast of the centre line of the road known as Townfoot, at its junction with the High Street, to a point 11 metres or thereby southeast of that junction, a distance of 14 metres or thereby.

(b) On southwest side of the High Street from a point 11 metres or thereby northwest of the centre line of the road known as Townfoot, at its junction with the High Street, to a point 20 metres or thereby northwest of that junction, a distance of 9 metres or thereby.

(c) On southwest side of the High Street from a point 55 metres or thereby northwest of the centreline of the road known as Townfoot, at its junction with the High Street, to a point 5 metres or thereby northwest of the junction of the extended line of the northwest gable end of 116 High Street and the High Street, a distance of 38 metres or thereby.

(d) On the southwest side of the High Street from a point 45 metres or thereby southeast of the southeast kerbline of Rosevale Street at its junction with the High Street, to a point 13 metres or thereby southeast of that junction, a distance of 32 metres or thereby.

(e) From the extended southeast kerbline of Market Place, at its intersection with the southwest kerbline of High Street, to the southeast kerbline of Lairds Entry at its junction with Market Place, a distance of 10 metres or thereby.

(f) On the northwest side of Market Place from the northeast kerbline of David Street, at its junction with Market Place north-eastwards to a point 4 metres or thereby northeast of that junction a distance of 4 metres or thereby.

(g) On the southwest side of the High Street from a point 61 metres or thereby southeast of the extended southeast kerbline of John Street at its junction with the High Street, to a point 51 metres or thereby southeast of that junction, a distance of 10 metres or thereby.

(h) On the southwest side of the High Street from a point 5 metres or thereby southeast of the extended southeast kerbline of John Street at its junction with High Street, to the southeast kerbline of John Street at its junction with the High Street, a distance of 5 metres or thereby.

(i) On the southwest side of the High Street from the junction of the extended northwest kerbline of John Street and the High Street to a point 15 metres or thereby northwest of that point, a distance of 15 metres or thereby.

(j) On the southwest side of the High Street from a point 56 metres or thereby south of the centre line of Thomas Telford Road, at its junction with the High Street, to a point 9 metres or thereby south of that junction, a distance of 47 metres or thereby.

(k) On the west side of the High Street at Townhead from a point 10 metres or thereby north of the centre line of Thomas Telford Road, at its junction with the High Street, to a point 100 metres or thereby north of that junction, a distance of 90 metres or thereby.

(l) On the east side of the High Street at Townhead from the extended southern kerbline of Greenbank Court, at its junction with the High Street and opposite the junction with John Street a distance of 124 metres or thereby.

(m) On the northeast side of the High Street from a point 21 metres or thereby southeast of the junction of the extended southeast gable end of 27 High Street and the High Street, to a point 72 metres or thereby southeast of that junction, a distance of 51 metres or thereby.

(n) On the northeast side of the High Street from a point 92 metres or thereby southeast of the junction with Drove Road and High Street, to a point 125 metres or thereby southeast of that junction, a distance of 33 metres or thereby.

Part three - no waiting between the hours on 9am and 6pm Monday to Friday inclusive

(a) On the southwest side of the High Street from a point 20 metres or thereby northwest of the centreline of the road known as Townfoot, and its junction with the High Street, to a point 47 metres or thereby northwest of that junction, a distance of 27 metres or thereby.

Part four - no waiting between the hours of 9a, and 6pm Monday to Saturday inclusive for periods longer than 60 minutes and no return within 60 minutes

(a) On the southwest side of Market Place from the southwest kerbline of David Street, at its junction with Market Place, from a point 13 metres or thereby southeast of that junction, northwest for a distance of 5 metres or thereby.

(b) On the northwest side of Market Place from a point 4 metres or thereby northeast of the northeast kerbline of David Street, at its junction with Market Place, to a point 11 metres or thereby northeast of that junction, a distance of 7 metres or thereby.

(c) On the southwest side of the High Street from a point 32 metres or thereby southeast of the extended southeast kerbline of John Street, at its junction with the High Street, to a point 5 metres or thereby southeast of that junction.

(d) On the southwest side of the High Street from a point 15 metres or thereby northwest of the extended northwest kerbline of John Street, at its junction with the High Street, to a point 30 metres northwest of that junction, a distance of 15 metres or thereby.

(e) On the northeast side of the High Street from a point 8 metres or thereby southeast of the junction of the extended southeast gable end of 27 High Street and the High Street, to a point 21 metres or thereby southeast of that junction, a total distance of 13 metres or thereby.

(f) On the northeast side of High Street from a point 1 metre or thereby southeast of the southeast kerbline of Kirk Wynd, at its junction with the High Street, to a point 8 metres or thereby southeast of that junction, a total distance of 7 metres or thereby.

Statement of the Scottish Ministers Reasons

The Scottish Ministers propose to change the waiting, loading and unloading restrictions on the A7 Trunk Road where it passes through Langholm in Dumfries and Galloway. These  proposals seek to generally facilitate the passage of vehicles on the road and improve road safety by altering the provision for waiting, loading and unloading, thereby increasing the turnover of the number of stationary vehicles on the A7. 

The proposed Order will make minor changes to existing parking arrangements on High Street including the introduction of a 60 minute maximum stay from Monday to Saturday inclusive between 9am and 6pm to increase parking availability for customers of local businesses. There are no changes to the current disabled parking facilities in Market Place.

There are no changes to the existing pedestrian crossing and bus stop locations and all other locations will allow delivery vehicles to service local businesses except at the narrow sections where a parked delivery vehicle would block the road completely or create an obstruction to large vehicles.

The Scottish Ministers previously consulted on proposals to change the waiting, loading and unloading restrictions and introduce a 20 mph speed restriction on the A7 Trunk Road in Langholm. There were a large number of objections to these proposals and it did not proceed.

The proposals contained in this draft Order makes provision only in relation to waiting, loading and unloading and are separate to any potential alteration to the speed limit through Langholm.
