Schedule, Part 1, paragraph 2:
‘A report prepared by a local authority under section 11(1)(a) may contain any other information about its performance of its functions in relation to parking places for disabled persons' vehicles during the reporting period that the authority considers appropriate.’
Whilst some local authorities did not report any additional information by reference to Part 1, paragraph 2 to the Act, those who did reported a range of information including clarifications on what activity took place in performing its duties under the Act or what activities are planned for the next reporting year.
20 out of the 32 local authorities did not report any ‘other information’ under this paragraph. Those local authorities are:
Aberdeenshire Council; Angus Council; Argyll and Bute Council; City of Edinburgh Council; Comhairle nan Eilean Siar; East Ayrshire Council; East Lothian Council; East Renfrewshire Council; Falkirk Council; Fife Council; Glasgow City Council; Moray Council; North Lanarkshire Council; Orkney Islands Council; Perth & Kinross Council; Scottish Borders Council; South Ayrshire Council; South Lanarkshire Council; West Dunbartonshire Council and West Lothian Council.
The following information has been provided by the local authorities mentioned below:
Aberdeen City Council
Pressure from alternative workload led to the finalising of TROs and signing of bays being delayed until out with this reporting period. Compared to normal performance, there was no delay for customers receiving advisory bays while the related TRO was advertised and made. By the end of the next reporting period, we expect the backlog of 195 on-street bays and 33 off-street bays – as well as an unknown number of bays newly applied for – to be scheduled in made TROs. Signs were issued for the backlogged bays this summer.
Clackmannanshire Council
Clackmannanshire Council are a small local authority where we do not have parking enforcement. We are still processing TRO’s due to staffing levels and workloads, these are taking time. Our whole area has been surveyed however the outcome has been delayed by COVID-19. Budget wise we only put plates up where a blue badge space is getting mis-used or in busy areas, we do not have the funds to do every bay. Although applications have been approved lining works are taking longer than normal due to workloads, weather and contractors.
Dumfries and Galloway Council
Dumfries & Galloway Council are currently undergoing a Parking Strategy Review. The requirements of the DPPP 2009 Act are included in this strategy.
Dundee City Council
There has been a full survey of probable disabled bay locations (~2500) from available historic records to obtain a comprehensive understanding of the locations of disabled bays within the city. This has resulted in a total number of known bays within the city of 1391 of which 662 have a supporting on street TRO. Due to the volume of change it has also been decided to move from a traditional text-based TRO to a map-based system. At the Council’s September committee meeting a new TRO will be proposed that will include all new applications to that date and include the currently identified bays.
East Dunbartonshire Council
- The reporting period is covering a back log of requests and lining within areas by East Dunbartonshire Council.
- 310 Penalty Charge Notices were made during the reporting period on-street 206 and off-street 104 for 2023/2024.
- Ten Blue Badges were seized by East Dunbartonshire Community Wardens.
Highland Counci
The Highland Council continue to introduce Decriminalised parking enforcement throughout the Highland area. To regulate disabled bays in existing areas, The Highland Council continue to adjust bay sizes and erect signs, keeping things in line with the Traffic signs regulations and General Directions (TSRGD). EV bays are also being installed with disabled users in mind allowing more room for disabled access. Parking enforcement officers have recently been much more involved in the installation of disabled bays. This helps alleviate the workload from area offices, and will allow the bays installed a lot quicker than they normally would be.
Inverclyde Council
- 42 disabled parking places started the statutory procedure before the start of the reporting period and were revoked within the period.
- 12 disabled parking places started the statutory procedure and were revoked within the period.
- 11 disabled parking places started the statutory procedure to be revoked.
There are 583 current disabled parking places which have been created by means of an Order since April 1996. This is in addition to the 35 created during this reporting period.
Midlothian Council
See Appendix E.
North Ayrshire Council
North Ayrshire Council continues to carry out its duties under the Act.
Renfrewshire Council
Renfrewshire Council continues to carry out its duties under the Disabled Person’s Parking Places (Scotland) Act 2009.
Shetland Islands Council
Applicants are contacted almost immediately (as we are aware of parking issues) to ensure they meet the qualifying criteria.
Stirling Council
To continue to liaise with Stirling Area Access Panel with regards disabled parking provision, whether that be new spaces or improvements to existing spaces on or off street.
Progress with respect of taking forward disabled parking spaces implementation and future enforcement within private car parks needs further analysis, and is still to be carried out, which is dependent on staff resources.
Schedule Part 2, paragraph 4:
A report prepared by the Scottish Ministers under section 12(1)(a) may contain any other information about the performance by local authorities of their functions in relation to parking places for disabled persons' vehicles during the reporting period that the Scottish Ministers consider appropriate.
The Scottish Ministers have no other information to report, on the performance of local authorities of their functions in relation to parking places for disabled persons’ parking places within the reporting year.
