Rail franchise performance meeting minutes - 31 January 2019

1) Review of previous meeting Minute / Actions

Both parties confirmed they were content with the previous minute.

PPM

Total PPM 84.1 with MAA at 87.46. This value is the contractual measure of performance, as opposed to the public record. It includes 0.22% relief (Force Majeure) for the severe weather of 28 February and 1 March (Beast from the East). It also includes a downwards adjustment of 0.06% MAA for the ‘planned cancellations’ which were put in place as a result of the staff shortages during period 9.

PPM Benchmarks

The improvement in MAA-PPM over period 9 (on the same basis, when it stood at 87.42 percent) was 0.04 percent.

Cancellation Benchmarks

Cancellations figures for Period 10 are 3.73% and MAA is now 1.9%.

It was noted that the scope of the Remedial Plan will state ScotRail’s actions to improve recent poor performance trends across Cancellations and PPM

4) Service Planning

AA noted new E&G via Cumbernauld is now operating as per timetable after a difficult start due to train-crew issues

SP noted that he will look into way that SR could report back to TS on the progress of new services. SP hopes to have a way of reporting success rate by next meeting.

SP noted that plans are now in place and attention is now turning towards the May timetable change revised plan which should be available by Period 11 meeting. This will focus around further timetable improvements delivering faster journey times and longer trains. There are however a number of challenges in terms of staff, training requirements and rolling stock and these will require to be addressed.

By May 2019, 8 E&G service will see journey times falling from 52 minutes to 47.

Passengers will see Class 385s on all Edinburgh to Dunblane services and all Glasgow to Stirling, Alloa and Dunblane services. Class 380 and 385 operation on Edinburgh to Glasgow via Shotts service. May 2019 will see most East Kilbride peak services increased from 4 to 6 car. Additional Barrhead AM and PM peak services increased from 2 to 4 car. HST will operate 50 out of 99 intercity services.

AA noted that stakeholder engagement was a key element in ensuring success of planned changes for May and December 19 TT changes

5) Revenue Collection

DS is pleased to see revenue protection work-streams are in place across different routes. DS requested that SR send over the latest report on Ticketless Travel. ND will have this sent over.

SP noted a spike in Delay Repay use. This is clearly as a result of poor performance but also shows that Delay Repay is being promoted and more people are aware of its availability for customers in the event of delay & cancellations.

AA noted squire results seems to be seeing an overall improvement through the year. SP agrees but noted disappointment with Period 10 dip. SP believes this to be short term and should be improved by next period.

AA noted that SR Commercial team had met with TS and provided an update on SMART last week. The meeting focused on last year’s campaign and the campaign for the year ahead.. Here they discussing last year’s campaign and the campaign for year ahead.

AA noted that fixing ‘Gateline error 70 code’ has solved a lot of the Smart issues and hopefully will lead to higher uptake. As customers have more confidence in the product and supporting infrastructure.

TS noted the variety of Learning and Development courses being undertaken and encouraged an ongoing focus on Driver and conductor training.
