Ardrossan Harbour Redevelopment Business Case Update

I am writing to advise you that today in Parliament, I announced that I have instructed
Transport Scotland and Caledonian Maritime Assets Limited (CMAL) to progress discussions
around potential purchase of Ardrossan Harbour by the Scottish Government.

As you will be aware, work on the Ardrossan Harbour business case commenced in August
2023. I acknowledge the significant effort and input from all the project partners in
developing that business case – it is clear that all parties have used their best endeavours to
agree a way forward with the business case. However, those detailed discussions have
highlighted the complexities in pursuing the original approach and it is now evident that we
need to fully consider and explore the purchase option to try to unlock investment. I have
been assured that the current owners of Ardrossan harbour will continue to invest in the
harbour to ensure it remains operational.

This is of course, subject to a fair settlement being negotiated and due diligence being
completed, but I hope that it makes clear to all Taskforce members, that I and the Scottish
Government remain absolutely committed to finding a robust and sustainable solution at
Ardrossan Harbour. I can also confirm that funding for potential purchase of Ardrossan
Harbour forms part of the 2025/26 Scottish Government budget.

I would of course be happy to meet with the Taskforce to discuss the next steps more fully
and will keep you updated of progress.
