Safe System Training

The ‘Safe System Training and Capacity Building’ project is concluding this month, and Transport Scotland will share the work with all partners once finalised. This includes: E-Learning Primer / Data RoadMap / Safe System Culture Playbook.

KG presented the e-learning Primer to members, noting that work will continue on the Safe System Manual, which will see Scotland being the first county in the world to ever have one. TS is looking to roll out the Safe System training to road safety partners this financial year, subject to budget being available.

Road Safety Improvement Fund & Framework Fund

The Chair highlighted £10 million has been allocated to the Road Safety Improvement Fund (RSIF) for 2024/25. The fund will support local authorities in their aim to reduce casualties and risks on their roads through the implementation of a range of measures aligned to the Safe System.

A series of webinars have been held with local authorities to assist in their RSIF application process and grant offer letters will be issued to all local authorities in due course.

TT noted the importance of best practice when it comes to delivering schemes, and asked if it would be possible to have an overview of what schemes have been delivered previously.

The Chair confirmed that a report is currently being produced and this will be shared when published. However, agreed to also supply a list of previous schemes delivered to local authorities along with the grant letter.

National Strategy for 20 mph Speed Limits

ML updated the group on the progress made for the National Strategy for 20 mph Speed Limits. Transport Scotland has met with all roads authorities to gain an understanding of the delivery stage each road authority is at and when/if they are aiming to implement 20 mph speed limits. The support which will be required, such as a consultant, data collection as well as a breakdown of costs for any of the implementation phases was discussed. This information is being used to develop a programme for delivery.

New guidance, which will replace the current ‘Good Practice Guide on 20 mph Speed Restrictions’, published in 2016 has been circulated for review and comment with the aim of publishing end of July 2024.

Action Point 11: Chair to circulate list of previous schemes funding through the RSIF to local authorities when issuing their grant letter.

Action Point 12: Chair/Secretariat to circulate case study report on previous RSIF schemes to members once published.

Action Point 13: Chair/Secretariat to circulate note highlighting projects which will receive funding through the Road Safety Framework Fund this financial year.
